Harbison spreads across both sides of I-26 and is split between Lexington and Richland counties. The Harbison Boulevard shopping district marks its commercial core, and the residential sections sit behind it along greenways.

Harbison was laid out as a planned unit development mixing housing for a range of incomes with office land, shopping, schools, playgrounds and a community center. Planners put public greenways behind homes, kept through-streets to a minimum, and used overpasses and underpasses to separate cars from walkers and cyclists.
History
Planning started in 1972 under the Harbison Development Corporation, and the community was organized in 1975 as part of HUD's New Town program. Its covenants were recorded in 1975 and amended in 1983 after the federal program ended. The Harbison Community Association maintains the common areas and describes Harbison as the last continuously operating community of the 13 New Towns.
